On April 22, 2019, the U.S. Department of Health and Human Services Secretary Alex Azar and Centers for Medicare & Medicaid Services (CMS) Administrator Seema Verma announced the CMS Primary Cares Initiative, a new set of payment models that will transform primary care to deliver better value and outcomes for patients throughout the healthcare system. CMS expects over 25% of all current Medicare fee-for-service beneficiaries to participate in these new reimbursement models, creating a massive change in how primary care is delivered to seniors in the U.S. Building on the lessons learned from the previous models, the CMS Primary Cares Initiative intends to reduce administrative burden and empower primary care providers to spend more time caring for patients while reducing overall healthcare costs.
As part of the initiative, several exciting risk-bearing tracks will be available under the Direct Contracting model, including 100% upside and downside risk. This possibility allows for accessing the large Medicare fee-for-service population under a risk-based reimbursement model without having to shift those patients into Medicare Advantage health plans. For provider organizations already in Medicare Advantage, this new model offers the opportunity for potential substantial growth and economic upside, while employing the systems and lessons learned from value-based and risk-based contracting.
