California Association of Health Plans 2023 Annual Conference
The end of the public health emergency in 2023 brought new challenges to California’s successful push to reach universal health care coverage. The Medi-Cal eligibility redetermination process restarted, endangering health coverage for millions of Californians. Health plans worked in partnership with the Department of Health Care Services and Covered California to keep as many Californians covered as possible. The Governor and Legislature continued to show their commitment to improving our health care system by making new investments to increase provider rates in Medi-Cal and increase affordability for those buying coverage on their own.
The state of California continued to roll out significant portions of its ambitious CalAIM redesign of the state’s Medicaid program in partnership with managed care plans. The children and youth population of focus for Enhanced Care Management went live while the 2024 managed care contract for Medi-Cal sets forth ambitious goals for improving health care for the millions of Medi-Cal enrollees.
California’s “Office of Affordability” started work on its drive to improve health care data and health care affordability by forming its board of directors and a myriad of workgroups to set the parameters for measuring affordability and setting goals for the future.
Behavioral health continued to be an important issue with multiple efforts to try and improve access, quality, and outcomes.
