Jennifer Brough is a partner in the Real Estate, Energy, Land Use & Environmental Practice Group in the firm's San Francisco office.
Areas of Practice
Jennifer represents pipeline, electric and renewable energy companies in corporate matters and before federal agencies, including the Federal Energy Regulatory Commission (FERC) and Department of Energy. She has experience advising a wide range of companies on regulatory compliance issues on both the state and federal levels. Jennifer's practice focuses on guiding companies through the energy transition, including greenhouse gas (GHG) emissions reduction programs, and environmental justice and community engagement.

- Major interstate natural gas pipelines in certificate, pre-filing, tariff and regulatory compliance proceedings before FERC
- Renewable energy developers in FERC rate and generation interconnection proceedings
- Clients on FERC’s Standards of Conduct and affiliate matters
- Major interstate natural gas pipelines in their comprehensive rate cases and in Natural Gas Act Section 5 proceedings before FERC
- Liquefied natural gas (LNG) companies in proceedings before FERC and the Department of Energy, including securing authorizations to export LNG to both free trade agreement and non-free trade agreement countries
- Natural gas, LNG, crude oil and natural gas liquids (NGL) pipelines on jurisdictional and other matters regulated by the Pipeline and Hazardous Materials Safety Administration (PHMSA)
- Electric and natural gas companies as petitioners and intervenors before the U.S. Court of Appeals for the District of Columbia Circuit
- Energy companies regarding commercial agreements, including transportation service agreements and precedent agreements
- Electric companies in Federal Power Act (FPA) Sections 205 and 206 proceedings before FERC
- Offshore natural gas pipelines in abandonment by sale and certificate proceedings before FERC
- An electric company in securing FPA Section 203 authorization for merger
- An intrastate natural gas pipeline in securing FERC Section 311 rate authorization
- An energy marketing and trading company in acquisition of terminal facilities
- An energy company in a railroad tariff dispute before the U.S. District Court for the Eastern District of Louisiana
- A public financial institution in managing Securities Exchange Act Section 16 filings
- Served as in-house secondee for retail electric and natural gas supplier in Philadelphia, Pennsylvania, advising on corporate and regulatory issues
- Served as pro bono guardian ad litem for minor in custody proceeding before the D.C. Superior Court
