Ryan Portugal is an associate in the Corporate & Securities Practice Group in the firm's Washington, D.C. office and is a member of the firm’s Healthcare Team.
Areas of Practice
Ryan advises physician groups, not-for-profit and for-profit hospitals and health systems, academic medical centers, managed care organizations, health plans, digital health and health technology companies, as well as private equity and strategic investors on a wide range of transactional, regulatory and corporate governance matters.
Ryan guides clients through various transactions, including joint ventures, mergers and acquisitions, commercial arrangements, investments, structuring value-based healthcare arrangements, and other strategic transactions. Ryan also provides operational and regulatory guidance on a myriad of matters, such as HIPAA privacy and security compliance, Stark Law and Anti-Kickback Statute compliance, corporate practice of medicine compliance, physician contracting, telehealth, and digital health issues.
With a significant background in digital health and privacy and security, Ryan regularly guides clients in data use and protection, web tracking, information blocking, offshoring, de-identification, data as an asset initiatives, and emerging technologies. He offers an innovative approach to compliance by supporting clients in developing creative and compliant strategies to navigate HIPAA and other privacy laws.
