Overview
With decades of experience on all sides of Congressional oversight, Sheppard Mullin’s Congressional Investigations team brings unique qualifications and experience to bear on behalf of our clients. Our attorneys have served on both sides of the aisle, in both houses of Congress, on personal and committee staffs. On the Hill, they have conducted probing oversight of companies and agencies; in the Executive Branch, they have overseen responses to requests for documents and subpoenas for testimony on behalf of several of the largest agencies in the U.S. Government; in private practice, they have conducted sophisticated defenses of companies that have found themselves the targets of Congressional investigations.
Our team members have prepared over 100 witnesses for Congressional testimony and have represented clients in scores of major Congressional investigations, including before the Senate Judiciary, House Judiciary, Senate Finance, House Oversight and Accountability, Senate Budget, Senate Health, Education, Labor & Pensions, House Homeland Security, Senate Homeland Security and Governmental Affairs. House Armed Services, and the House Energy and Commerce committees, among others.
Nationally recognized for their expertise, our team is often quoted in the press, and is the author of the oft-cited “Seven Myths of Congressional Oversight.” In high-stakes hearings where other witnesses come out battered and bruised, we prepare our witnesses to avoid the landmines and emerge unscathed. We have mastered the delicate art of accounting for the legal, political, policy and communications challenges that accompany Congressional investigations.

- Successfully defending the only impeachment of a sitting Cabinet Secretary in U.S. history
- Representing witnesses in testimony before the investigation by the House Select Committee to Investigate the January 6th Attack on the United States Capitol
- Representing a major health care company in a high-profile Senate Budget Committee investigation
- Counseling a company in the criminal justice industry in the face of aggressive bicameral oversight
- Representing a technology company in an investigation by the Chairman of the Senate Finance Committee
