Areas of Practice
Elicia’s practice focuses on complex healthcare regulatory and compliance matters. She commonly advises hospital systems, physician groups, and behavioral health providers on a variety of state and federal regulations, including fraud and abuse laws such as Civil Monetary Penalties Law, Stark Law, Anti-Kickback Statute, and False Claims Act; Medicare and Medicaid compliance and reimbursement issues; state and federal hospital price transparency requirements; and the ever-changing regulatory landscape surrounding healthcare staffing agencies.
Elicia also represents clients before professional boards when faced with complaints and investigations and in regulatory matters such as Medicare billing disputes and self-disclosures through CMS’ Self-Referral Disclosure Protocol. Additionally, she has experience serving on the legal IRO for entities under a corporate integrity agreement with the Office of Inspector General and handles transactional work in the form of provider contracts with payors and health plans as well as various types of employment and professional service agreements.
Elicia is a cum laude graduate of Southern Methodist University’s Dedman School of Law, and she earned a Master of Bioethics from Harvard University’s Center for Bioethics at Harvard Medical School, where she concentrated on subjects related to improving allocation of health care resources and the development of techniques to facilitate the practice of attorneys who work with hospital-based ethics committees.
Prior to attending law school, Elicia practiced as a Registered Dental Hygienist, where she focused on treating patients with physical, development, and/or intellectual disabilities as well as educating parents and caregivers on best practices in oral hygiene care, with the goal of improving the dental and overall health of her patients.
